This publication was prepared on the basis of brief reasoned answers to key questions regarding the standards of urban planning (local and regional), as well as the emphasis of the main errors that are widespread in the preparation and adoption of such documents.
In the past and a half decades in the field of urban planning design, a situation has developed, which can be characterized as “scatter and staggering.” This is partly natural. The most indicative is the attitude to urban development. The previously existing single urban planning SNiP with the main design standards replaced three complex legal institutions of standardization, each of which should be presented with a separate document (or several documents), these are security technical regulations, and urban planning regulations, and urban planning standards.
